The approach of spatial planning can be called "objective and spatial perception of territorial language". This approach, by using the territorial, organizational, political and trans-sectoral integration approach, tries to provide accuracy in combining and analyzing the components of the spatial organization. The purpose of this article is to analyze the alignment of regional development based on indicators with the components and principles of land use. The purpose of the present study is to analyze and explain the state of the townships of Kermanshah province from the point of view of regional development indicators. This research is applied in terms of targeting and descriptive-analytical based on methodology. The data has been collected from library documents and research studies of Kermanshah province in the form of 32 selected indicators. To analyze the obtained information, the new multi-criteria decision-making technique of Cocoso, Shannon's entropy and Pearson's correlation coefficient statistical test were used in Excel, ArcGIS and SPSS software. The results of the research showed that the township of Kermanshah with the highest score of 17.89 Cocoso ranked first and townships of Islamabad Gharb and Harsin ranked second and third with scores of 17.87 and 17.34, respectively. On the other hand, Salas Babajani has the lowest score of 59.11. Other findings of the research indicate that the dominant development spaces in the townships of Kermanshah province are the developing and deprived levels.

Nowadays, livability reflects a robust discourse in urban development and urban design that has prevailed in the history of urban planning. Urban livability, on the one hand, testifies to the strong influence and attractiveness of the city, and on the other hand, intensifies urban communication and works by attracting more investment and human and cultural resources. Therefore, the viability of the city is closely related to a healthy city, ecological city and sustainable urban development. The present article seeks to create a practical understanding and knowledge for officials and managers of urban planning in the metropolis of Mashhad in the field of identifying and leveling key factors affecting urban viability. In terms of purpose, this study is applied, in terms of method, it is descriptive-analytical and in terms of data collection method, it is a combination of documentary-survey method. To conduct this research, after reviewing the research background and using the opinion of experts, 22 factors affecting viability in three dimensions were identified. Then, using interpretive structural modeling technique and using a questionnaire, the factors were classified into eight groups. Then, after determining the level of each factor and also considering the final availability matrix, the final model of the interpretive structure was drawn. The results showed that factors such as equitable distribution of infrastructure facilities and services, creating desirable and diverse transportation, meeting daily needs, creating employment and sustainable income, developing mixed land uses and urban diversity and creativity are among key and effective factors in relation to livability in Mashhad metropolis.

Infill development is a complex and multifaceted category. The importance of this development policy lies in sustaining the city and protecting its perepherial environment. This paper attempts to identify the areas of infill development, using a descriptive-analytical method and documentary data, and to identify the programs and priorities of the physical development scenario of Tehran metropolitan. The results show that based on a regional and land use prospect, Tehran does not have a same capacity and infill opportunities for all its regions. Thus, the physical development scenario of Tehran needs to pay more attention to the issue in order to reach an internalized development. Reaching such development requires the following attempts as primary bases for a physical development scenario: prioritizing the peripheral areas and areas requiring intervention, utilizing the potential of infill land use for new development in a short period of time, identifying alternatives and spaces for deployment in the areas of redevelopment, preventing the segregation, preserving the integrity of new and redeveloped reserves for settling down of the population, the creation of multifunctional functions and revitalization of target areas in a worn-out textures based on a bottom-up planning approach.
